The Central Massachusetts Regional 911 District invites proposals from qualified property owners for the long-term lease of an existing building and associated land suitable for a regional emergency communications center, administrative headquarters, training facility, emergency operations center, and communications infrastructure site. The facility must support current operations serving multiple municipalities and provide capacity for future regional expansion. The proposed facility must provide at least 35,000 square feet of usable building area, at least one acre for future expansion, at least 30 parking spaces, suitable utilities, high-speed fiber connectivity, and the ability to support radio, microwave, antenna, satellite, fiber, backup communications, and emergency power systems. Preferred locations are Spencer, Charlton, Auburn, and Oxford, Massachusetts, although alternatives may be considered. Proposers must submit property, site, title, environmental, insurance, lease-term, communications-infrastructure, certification, and disclosure information. The initial lease term may be up to 25 years, with optional extensions and a possible purchase option. Addendum No. 1 clarifies that the Phase I Environmental Site Assessment and any applicable certification are not required with the proposal or before award. The selected property owner must obtain and pay for them after notice of award and before execution of the final lease; the final lease is contingent on the District's acceptance of environmental documentation showing no unacceptable contamination or other environmental conditions. Proposers must acknowledge the addendum.
