The National Institutes of Health intends to establish a five-year indefinite-delivery, indefinite-quantity contract for continued participation in the Washington Metropolitan Area Transit Authority’s SmartBenefits program. The web-based platform enables NIH to electronically assign transportation subsidies directly to employees’ SmarTrip cards for use on Metrorail, Metrobus, and participating regional transit systems throughout the National Capital Region. This is a synopsis of intent to award on a sole-source basis to WMATA because it owns and operates the SmarTrip fare-payment system and SmartBenefits employer-benefit platform and is identified as the only source capable of loading employer-sponsored transit benefits onto SmarTrip cards and interoperating with the regional transit network. This is not a request for competitive proposals; interested organizations may submit capability statements addressing the stated sole-source requirements. No solicitation package is currently available.
