Description
Westchester County is soliciting proposals from one contractor to develop, deploy, and operate a turnkey, fully electric, zero-emission, on-demand, app-based, shared-ride microtransit pilot in the Peekskill Zone. The contractor must provide and maintain the vehicle fleet, routing and dispatch software, rider application and website, phone reservation and call-center capability, payment platform, customer support, drivers, storage and dispatch facilities, marketing, and related licensing, insurance, maintenance, and operational support. The service must support digital and phone bookings, shared rides, dynamic routing, real-time vehicle information, accessible service, and data collection and reporting. The scope also includes developing and implementing measurement, evaluation, and learning; community engagement; sustainability; launch; marketing; and service-optimization plans, subject to County and NYSERDA approval. The contractor must operate the pilot for at least 36 months, provide quarterly, annual, and final reporting, and submit proposals covering the entire scope. Subcontracting is permitted with County approval and compliance with the stated microtransit experience and NYSERDA requirements.
