Description
The City of Richland is soliciting a qualified contractor to repair an oil leak in the Bank 2 transformer at Tapteal Substation. The work includes mobilization, transformer and load-tap-changer oil drawdown and processing, oil testing, isolation and safety procedures, inspection and replacement of the Siemens TLH-21 terminal barrier board assembly, installation of gasket kits and a new enclosure gasket, pressure or vacuum testing, oil refilling, nitrogen pressurization, and preparation for re-energization. The contractor must furnish specified materials, labor, tools, equipment, storage containers, and required personal protective equipment. The project has an estimated cost of $100,000 and a 10-working-day completion period after notice to proceed. The contractor must submit a final service report within two weeks after fieldwork, including processing and oil-sample records, photographs, torque documentation, pressure/vacuum test logs, and a parts-and-materials breakdown. A payment and performance bond, insurance, prevailing-wage compliance, and a 24-hour emergency contact are required. Only contractors registered on the MRSC Statewide Small Works Roster in the Power and Energy Infrastructure > Power Distribution category and directly invited by the City may bid.
