Description
The City of Mulberry is seeking a consultant to conduct a Police Department Feasibility and Implementation Study. The study must establish a verified baseline of current police-service demand, staffing, response performance, costs, and operating conditions; compare the existing county-police contract, a municipal police department, and an expanded Marshal’s Office hybrid model; and evaluate staffing, deployment, organization, facilities, fleet, technology, dispatch, cybersecurity, insurance, transition risks, and intergovernmental issues. The study must not assume a tax increase, design a City jail or state specialty units, or provide POST legal research. Deliverables include a kickoff package, current-state and community-input memoranda, an alternatives framework, draft and final feasibility reports, a reusable editable financial and staffing workbook, a slide deck and in-person Council presentation, and an implementation/transition Gantt and RACI. The selected firm must complete the work within 90 calendar days after award and no later than January 29, 2027. Proposals must include a fixed price for Tasks A–J, separately priced optional work, a technical proposal, relevant experience and references, sample work, cost proposal, insurance certificates, business registration or qualification, litigation disclosure, and required proposal certifications and affidavits.
