Description
The City of Lake Wales is seeking statements of qualifications from a single construction management at-risk firm for on-call construction management services supporting multiple public works projects. Initial work covers the Central Avenue, 1st Street, Lincoln Avenue, and A Avenue streetscape phases, including design coordination, constructability reviews, cost estimating, value engineering, procurement and bid-package administration, subcontractor prequalification, scheduling, site logistics, permitting support, construction oversight, quality and safety control, cost accounting, change-order administration, reporting, and project closeout. The selected firm must support RAISE/BUILD and other applicable federal and state requirements, including Davis-Bacon prevailing wages, certified payroll documentation, FHWA Section 3 activities, Buy America compliance, debarment verification, DBE/MBE/WBE status verification, grant reimbursement support, audit documentation, and required flow-down provisions. The estimated construction budget is $20 million to $22 million. Respondents must submit qualification information, AIA Document A305, a confidential financial statement, current-project information, team resumes and references, safety and project approach responses, at least three completed-project examples, contract comments or exceptions, fee proposals, general-conditions costs, insurance and bonding costs, and hourly rates. The fee proposal and general-conditions breakdown must be submitted in a separately sealed envelope.
