Description
Chatham County Board of Commissioners is soliciting proposals for an annual contract to provide underground utility locating and marking services for approximately 75 miles of telecommunications fiber conduit through Georgia 811. The contractor must furnish labor, supervision, tools, paint, flags, equipment, compatible hardware and software, transportation, and qualified personnel; respond to routine, priority, emergency, and no-conflict locate requests; mark facilities by paint, flags, or stakes; report marking status through the Positive Response Information System; and maintain locate records for at least six months. The scope also includes investigating utility damage, preparing damage investigation packets and deficiency reports, documenting locates with manifests, drawings, measurements, photographs, GPS coordinates, electronic records, and technician notes, and notifying the County of un-locatable facilities or damage within specified timeframes. Services must comply with O.C.G.A. 25-9, Georgia Public Service Commission Rules 515-9-4 and 515-9-6, and applicable local codes. Proposals are evaluated on experience and qualifications, technical approach, MBE/WBE participation, cost, and references, with interviews potentially conducted for shortlisted firms.
