Description
The Alaska Native Tribal Health Consortium is requesting proposals for a commercially available Behavioral Health Aide Program digital content platform to support statewide access to behavioral health aide manuals, reference materials, and related educational and operational content. The solution must provide offline functionality for low- or no-connectivity environments; improved search, filtering, indexing, navigation, and content discovery; support for documents, images, videos, hyperlinks, and other educational resources; role-based access and permissions; content administration, version control, publishing workflows, reporting, and secure hosting with backup, disaster recovery, and business continuity capabilities. The platform should support approximately 1,000 current general users, distinct administrator, editor, and general-user roles, production and test/sandbox environments, and compatibility with iOS, Android, and desktop/browser platforms. ANTHC prefers a vendor-hosted or cloud-hosted solution and is open to configuration of a commercial platform with limited customization. Existing content, approximately 25 MB consisting primarily of DITA documents plus PDFs, MP3 files, and Word documents, must be migrated. The scope includes project management, implementation, configuration, data migration, testing and acceptance support, administrator and end-user training, documentation, post-implementation support, maintenance, product updates, and service-level commitments. Proposals must include a technical proposal, completed Appendix A Features Form, and completed Appendix B Price Proposal, along with the required acknowledgments, questionnaires, references, representations and certifications, and other solicitation forms. The contract is planned as a one-year initial term with two optional one-year renewal periods.
