The City of Albany and Dougherty County are soliciting competitive sealed proposals for the rebuild of Chillers 1 and 2 at the Dougherty County Jail and the installation of new Marley cooling towers. The work includes refrigerant recovery and recharge, chiller disassembly and refurbishment, motor and oil-system work, replacement of OEM components, tube inspection, control-panel upgrades, insulation repairs, pressure testing, piping modifications, and related labor, materials, and rigging. Bidders must use Trane-certified technicians and provide a five-year warranty on the machine and workmanship. The solicitation also requests alternate pricing for a new Trane magnetic-bearing chiller with a 10-year warranty, new OEM contactors and replacement of obsolete contactor-cabinet components, and rental cooling or chiller equipment if needed. Firms must be located within 250 miles of the jail and able to respond to warranty issues or breakdowns within three hours. Proposals must address qualifications, experience, references and portfolio, project approach, staffing and responsibilities, and a detailed fee schedule. At least three references from similar projects completed within the past seven years are required.
