Description
The Pennsylvania Department of Environmental Protection is soliciting a contractor to clean out and permanently plug 23 orphan gas wells, with estimated depths of 1,000 to 3,600 feet, in Mahoning and Redbank Townships in Armstrong County and Porter and Redbank Townships in Clarion County. The work includes well preparation, plugging materials and operations, wireline services as directed, waste handling and disposal, mobilization and demobilization of plugging equipment, access-road and site preparation, erosion and sedimentation controls, and restoration of well sites and disturbed areas. The contract term is 365 calendar days. The project has an estimated value of $1,000,000 to $5,000,000 and requires a bid bond submitted electronically through SurePath Bonding. Work must comply with Davis-Bacon and related federal labor requirements, Buy America requirements where applicable, Pennsylvania worker-protection requirements, and specified insurance provisions. A mandatory pre-bid conference is scheduled for October 7 and October 8, 2026, at the same physical location; failure to attend causes rejection of the bid. Bids must be signed and submitted electronically through BidExpress by the deadline.
