Description
The County of Chautauqua Industrial Development Agency is seeking a prime engineering and planning consultant or consultant team to advance the approximately 500-acre Eagle Bay Industrial Site toward future shovel-ready industrial commerce park development. The scope includes project management; boundary and topographic surveying; existing-conditions, geotechnical, cultural-resource, wetland, floodplain, and utility evaluations; conceptual master planning; zoning and land-use support; electric, water, sanitary sewer, telecommunications, transportation, and rail infrastructure analysis; preliminary engineering; cost and phasing analysis; and site-readiness strategy. The consultant must provide technical environmental support for a Generic Environmental Impact Statement, including environmental studies, technical analyses, draft and final GEIS materials, permitting strategy, agency coordination, and supporting documentation. The proposal must include qualifications, project team information, at least two comparable references with client contacts, a technical approach and work plan, a detailed cost proposal, and a completed OCSD-4 MWBE and SDVOB Utilization Plan. The project has mandatory participation goals of 15% MBE, 15% WBE, and 6% SDVOB for the $675,000 Empire State Development-funded portion. Formal permit applications, final design, construction-phase services, and formal utility or NYISO studies are not part of the base scope, though optional tasks may be separately priced.
