Description
The Department of Veterans Affairs requires routine and surge heterotrophic plate count testing for potable water systems at the Biloxi VA Medical Center, Pensacola VA Clinic/JACC, and Panama City Beach VA Clinic. Government personnel will collect samples; the contractor will provide containers, coolers, temperature-control materials, chain-of-custody documentation, qualified transportation, laboratory receipt, analysis, reporting, and record retention. The amendment clarifies that laboratories must hold both ISO/IEC 17025 accreditation through an ILAC Mutual Recognition Arrangement signatory and applicable Florida Department of Health/NELAP accreditation covering the required analytes, matrices, methods, and testing activities. Standard Methods 9215 C using Plate Count Agar and approximately 35°C incubation for approximately 48 hours is acceptable; results at or above 500 CFU/mL require prompt notification to the Contracting Officer's Representative. Annual HPC proficiency testing, complete searchable PDF reporting, supporting QA/QC records, and compliance with 24-hour routine and eight-hour SWTR hold times are required. Estimated annual quantities are 35 samples for Biloxi, 46 for Pensacola, and 20 for Panama City Beach, but quantities are not guaranteed. Routine logistics are priced per sample, while authorized premium or expedited services use CLIN X005. The contract has a 12-month base period and four 12-month option periods.
