Description
The City of Garland is soliciting proposals for post-in-line inspection validation services for their natural gas transmission line at the Ray Olinger Power Plant, located in Nevada, Texas. The project involves validating previous in-line inspection (ILI) activities performed on a 16-inch natural gas transmission line. This includes three excavations to directly assess anomalies identified during an October 2024 ILI run. The scope of work involves failure pressure calculations, exposing the pipeline, media blasting for inspection, ultrasonic and magnetic particle testing, analysis of conditions, and coating repair. The contractor will be responsible for providing experienced and certified personnel, obtaining necessary permits, and submitting a comprehensive work plan and final reports. Services required include, but are not limited to, performing failure pressure calculations, excavating to expose the pipeline and anomalies, media blasting, performing ultrasonic thickness measurements and manual pit depth measurements, analyzing discovered conditions, preparing the pipe for coating application, and restoring the site to its original condition. The contractor will also be responsible for providing detailed inspection reports with GPS coordinates, repair recommendations, and photographs. Safety protocols, including adherence to OSHA standards and GP&L safety practices, are paramount. A kick-off meeting will be held prior to the start of work to discuss the schedule, mobilization, and other logistics. The bid will be evaluated based on a "Best Value" criteria, considering completeness of response, prior experience, and price.
