Description
The Housing Authority of the County of San Joaquin is soliciting proposals from qualified, licensed contractors, including general contractors with appropriately licensed subcontractors, to provide as-needed HVAC replacement services at residential units in Diablo Homes in Tracy and Conway Homes in Stockton. The work includes removing and disposing of existing units; furnishing and installing new R-410A RUUD package units or equivalents sized at 2, 2.5, 3, and 4 tons; electrical connections and disconnects; duct repairs as needed; condensate lines; plenums and roof curbs; thermostat and thermostat-wire replacement; refrigerant extraction and charging; crane service; labor; dump fees; permits; inspections; and coordination with roofing contractors, including curb patching at Conway Homes. Proposals must include the specified completed forms and narratives, including pricing, a service description, staffing practices, firm profile, labor-law checklist, HUD certifications, vendor information, non-collusive affidavit, construction experience, managerial and financial capacity with resumes, at least three similar-project references, an equal employment opportunity policy and compliance plan, and Section 3 information. A 5% bid bond is required. Contractors and all subcontractor tiers must maintain current California Department of Industrial Relations registration. The work may involve Davis-Bacon and California prevailing-wage requirements, occupied residential units, HERS testing, certified payroll reporting, and required permits, licenses, insurance, and safety compliance. The solicitation permits multiple awards and prohibits unauthorized subcontracting or assignment.
