Description
The Commonwealth of Kentucky is soliciting proposals for a firm-fixed-price contract to plug, remediate, and reclaim six orphan oil and gas wells in Green County. Work includes site access and preparation; wellbore inspection and obstruction removal; cement plugging; removal of wellheads, flowlines, meters, separators, and other aboveground production equipment; handling of potentially TENORM-contaminated materials; contaminated-soil management; and restoration of wellsites and access roads using erosion-control, drainage, stabilization, and revegetation best management practices. The wells have estimated depths ranging from 412 to 500 feet. The contractor must provide personnel experience, project history, committed equipment, a detailed work plan, past performance information, Davis-Bacon compliance procedures, and subcontractor information. The work must be completed within 180 days of contract award for plugging and abandonment, followed by a one-year period during which permanent vegetative cover and effective drainage must be maintained before final acceptance and payment. A 5% bid guarantee is required, and the successful bidder must furnish separate 100% performance and payment bonds. Responses are submitted electronically through the Commonwealth's eProcurement system and must include the signed solicitation, latest signed addendum, cost and technical proposal, required affidavit, transmittal letter, tax registration application, applicable foreign-entity certificate, and specified attachments and forms.
