The Indiana Department of Education (IDOE) is seeking a vendor to manage its I-SEAL (Indiana Special Education Assisted Licensure) program for the 2027-2030 period. The program aims to reduce barriers for teachers seeking special education certifications by collaborating with 42 Indiana-approved educator preparation providers (EPPs). The vendor will be responsible for managing the program, including tuition scholarships for up to 18 credit hours per teacher, and providing monthly updates to the IDOE on program enrollment and fiscal matters. The scope of work includes identifying eligible educators, ensuring EPPs streamline program requirements, and managing fiscal transactions. The program prioritizes teachers seeking an "Exceptional Needs: Mild Intervention" certification but will also support other special education licensing provisions.
