Description
This unrestricted design-bid-build construction project will deliver a 12,920-square-foot, multistory steel-frame laboratory and office facility supporting depot-level testing of critical torpedo systems. Work includes shallow foundations, a standing-seam metal roof, masonry and metal-panel exterior walls, site preparation, underground stormwater retention, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking, exterior lighting, security systems, controlled-area construction, and related commissioning and quality-control activities. An option covers the P1016 Consolidated RDT&E Systems Facility, a 17,978-square-foot multistory laboratory with structural steel framing, a standing-seam roof, masonry veneer and metal-panel siding, plus demolition of Building 1272T. The solicitation is unrestricted and requires a signed Project Labor Agreement with the price proposal; it also includes CMMC Level 1 self-assessment requirements and U.S.-citizenship requirements for work on the shipyard. The offer deadline was extended to October 27, 2026, at 2:00 p.m. Eastern Time.
