Description
The Cowlitz Indian Tribe seeks an experienced consultant to develop a draft and final Emergency Management Code and a practical, scalable, all-hazards Comprehensive Emergency Management Plan (CEMP). The work must reflect Tribal sovereignty, governmental structure, jurisdiction, hazards, capabilities, staffing limitations, community needs, and applicable emergency management doctrine, including NIMS, ICS, and FEMA planning guidance. The scope includes project initiation, existing-conditions and capability assessment, hazard and risk review, code development, CEMP development, Emergency Operations Center framework, stakeholder engagement, draft review, final deliverables, and implementation and maintenance recommendations. Required deliverables include a project work plan, assessments, draft and final code and CEMP, stakeholder review workshop, editable source files, and final PDFs. Proposals must include qualifications, relevant project examples, approach and methodology, team qualifications, schedule, deliverables, stakeholder-engagement approach, Tribal-sovereignty approach, at least three references, detailed task-based pricing, assumptions and exclusions, and applicable vendor terms and conditions. Optional services may include additional annexes, EOC procedures, emergency communications planning, response checklists, tabletop exercises, staff training, and an implementation roadmap.
