Description
The Western Virginia Water Authority is requesting proposals from qualified electrical, instrumentation, and control-system integration firms for a complete turnkey solution for Blower #8 at the Roanoke Regional Water Pollution Control Plant. The scope includes reviewing existing hardware and control architecture; engineering and digital hardware submittals; custom PLC and HMI programming; procurement and fabrication of an aeration control panel; field instrumentation and equipment; electrical conduit and control wiring; industrial network interconnection; testing, startup, commissioning, calibration, validation, training, and project documentation. The solution must integrate with the Authority's existing PLC, HMI, SCADA, historian, and industrial communications infrastructure. Required deliverables include engineering drawings, bills of materials, manufacturer cut sheets, as-built drawings, PLC/HMI and communications files, calibration and testing records, training materials, and two physical plus digital copies of the O&M manuals. The proposal must address staff qualifications, methodology, comparable project experience, at least five completed comparable projects within the past seven years, resource planning, schedule, and a lump-sum cost proposal. A minimum one-year warranty is required after final acceptance. The contract begins upon execution and remains in effect through final project completion, acceptance, and expiration of warranty obligations.
