Description
The contractor will accept Class B biosolids from the County and manage their beneficial use at the contractor’s site. Responsibilities include biosolids handling and processing, ultimate disposition and land application, monitoring, permitting, recordkeeping, regulatory compliance, and reporting. The contractor must provide sufficient capacity for the proposed quantity throughout the contract term, maintain required permits, and provide a spill prevention and response plan for hauling trucks. The proposal must describe the contractor’s approach and contingency plans, beneficial-use facilities and permit coverage, capacity and future viability, key personnel and subcontractors, and at least two biosolids-generator references currently using the contractor’s services. A completed pricing form is required. The initial contract period is expected to be four years, with up to four additional one-year extensions, and the stated initial procurement value is $500,000.
