This addendum evaluates the implementation of the Final Closure and Post-Closure Maintenance Plan (FCPCMP) for the Olinda Alpha Landfill (OAL) in Orange County, California. The project includes the full landfill closure sequence: cessation of waste disposal, a post-closure settlement period of approximately five years, delivery of final cover materials, and final closure construction with temporary increases in construction equipment and truck traffic. Long-term post-closure maintenance will involve installation of an engineered cover system, ongoing maintenance of stormwater and landfill gas systems, and continuation of existing material recovery and composting operations. The work remains within the previously approved landfill footprint and does not increase permitted tonnage or total disposal capacity.
