Description
The City of South Bend’s Venues, Parks & Arts Department seeks a multidisciplinary consultant team to update its five-year park master plan and advance selected priority park concepts through preliminary engineering and cost development. The work includes reviewing existing plans and park conditions; engaging residents and stakeholders; assessing park assets, access, connectivity, equity, and reinvestment needs; establishing project priorities; and preparing implementation strategies and funding-ready project information. For selected priorities, the consultant will conduct planning-level site and civil engineering due diligence, develop concept layouts and planning-level quantities, and prepare order-of-magnitude construction cost estimates. The final plan is expected to include an executive summary, prioritized project matrix, system maps, concept graphics, cost estimates, an engagement summary, and an implementation roadmap. Responses should address team qualifications, comparable projects and references, project understanding and approach, capacity and schedule, and additional value. Responses are generally limited to 10 pages, excluding covers and dividers.
