Requests for Qualifications (RFQ) Design Services for Structural Engineering Sealed Requests will be received by the Board of Contract and Supply, City of Binghamton, City Hall, 2 Floor, 38 Hawley Street, Binghamton, New York, 13901, until 10:30 a.m. on Wednesday, November 4, 2026, for the following work. Description
The City of Binghamton is requesting proposals from qualified engineering firms to prepare a Lead Service Line Inventory and Lead Service Line Replacement Plan for its public water supply and distribution system, which has approximately 14,800 active service connections. The inventory must identify and document the material of service lines from the water main to the curb stop and from the curb stop to each structure, using resources and methods identified by the EPA's Lead and Copper Rule Revisions (LCRR). The work may include review of existing records, public outreach, field investigation, and predictive modeling or desktop measurements where appropriate. The replacement plan must meet applicable EPA requirements and guidance, include recommendations for funding strategies addressing privately owned service replacements, and be submitted to the New York State Department of Health by November 1, 2027, to meet the EPA deadline. The selected firm should be prepared to begin work within one month of contract execution, and the contract is subject to grant funding awards.
