Description
The City is accepting applications for FY 2027–28 funding under its Community Development Block Grant (CDBG), HOME Investment Partnerships, and Emergency Solutions Grants (ESG) programs. Eligible proposals may include affordable housing acquisition, construction or rehabilitation; public facilities and services; economic development; emergency shelter, street outreach, homelessness prevention, rapid rehousing, and related eligible activities. Applicants must address the applicable federal program requirements and the City’s funding priorities. Funding is not guaranteed, and selected projects cannot begin spending until the required agreement, approvals, and written Notice to Proceed are in place. Applications must include a signed cover letter, the handbook’s certification statement, organizational capacity information, and program-specific project narratives, budgets, schedules, and supporting materials. The required items vary by funding program and project type; the handbook identifies conditional and applicable exhibits. Submit one bound paper original and one digital copy by mail or delivery, received and time-stamped by the deadline.
