Description
The Anaheim Housing Authority is soliciting proposals from qualified affordable housing developers to acquire the 52-unit, 100% affordable Elm Street Commons multifamily rental housing development through a long-term ground lease. The selected developer will partner with the Authority to preserve long-term affordability, stabilize the property, and assume long-term operational responsibility. The property serves households earning 30%–60% of Area Median Income and was originally developed with Redevelopment Agency financing and Low-Income Housing Tax Credits. Proposals will be evaluated on relevant experience acquiring or rehabilitating comparable affordable housing, financing capacity and preservation approach, long-term stewardship—including resident services, property management, maintenance, and resident well-being—and the capacity of the development team, including property managers, architects, and contractors. Responses must demonstrate the team's qualifications, financial capacity, approach to tenant impacts and temporary relocation, and ability to assume operations shortly after selection. The complete response must be submitted as a single PDF package through the OpenGov portal.
