Description
The Virginia Department of Behavioral Health and Developmental Services is seeking a contractor to conduct comprehensive workforce, leadership, workplace culture, and operational assessments initially at Central State Hospital and Western State Hospital, with potential use at additional facilities and central-office departments. The work includes reviewing organizational structures, leadership practices, training programs, workforce data, employee-relations trends, turnover, vacancies, engagement indicators, and operational trends; conducting confidential interviews, focus groups, and stakeholder meetings; identifying root causes and systemic barriers; and delivering written assessment reports with findings and prioritized recommendations. The contractor must collaborate with DBHDS to develop targeted interventions, including leadership and supervisor training, employee-relations and workplace-culture initiatives, communication and accountability frameworks, retention and performance-management strategies, and change-management efforts. Services also include implementation support, on-site facilitation, coaching, workforce training, progress monitoring, and regular reporting. The initial contract period is one year from DBHDS execution, with three optional one-year renewals. Proposals must include a detailed narrative, staff resumes, experience and methodology, client-loss information, audited financial statements, key performance indicators, pricing, and the required state attachments.
