Description
Buncombe County is soliciting one or more vendors to provide emergency shelter support services when the County activates emergency shelters, emergency operations, or Mass Care activities. Vendors may propose all or selected service categories, including social work wraparound services, resident de-mobilization and transition planning, in-shelter behavioral support and de-escalation, clinical and crisis-response services, and staff wellness, critical-incident support, and debriefing. The County anticipates supporting up to three shelters, generally serving at least 50 residents per shelter, with the ability to scale staffing as needs change. Proposals must describe relevant experience, vulnerable-population experience, surge staffing capability, FEMA-compliant documentation and timekeeping, proposed personnel and subcontractors, three similar-service references, and regular and overtime hourly rates by staff classification. Required personnel training includes crisis intervention, trauma-informed care, de-escalation, and emotional co-regulation. The initial contract term is one year and is a preposition contract activated only when an emergency shelter is activated; the County may award multiple contracts.
