Description
The City seeks a qualified parking operator to manage and operate 28 off-street parking facilities and designated on-street parking meters and payment kiosks. Services include daily operations, staffing, revenue collection and accounting, customer service, security coordination, routine maintenance and cleaning, snow and ice removal, and management of parking citations and monthly parking. The operator must provide a gateless revenue-control system and propose a parking-management platform with mobile payment options, reporting and dashboard capabilities, and potential integrations with City systems. The scope also includes annual operating and maintenance budgets, an operations plan, and a detailed management concept. The City will award a fixed-fee agreement. The solicitation requires a local office open during regular business hours and a full-time, in-person parking manager; the City does not provide office space. The operator must meet specified parking-management experience and technology qualifications. Three references from municipal parking agencies or owners are required. Insurance documentation is required before contract execution, not as a proposal submission item.
