Description
The City seeks a qualified Washington state-licensed real estate appraiser with at least five years of appraisal experience to prepare an appraisal report estimating the current fair market value and annual market rent for the leased property, as well as net present values for the current lease term and a potential 14-year extension. The report must evaluate three scenarios, including the existing property configuration and hypothetical undeveloped-land conditions, and comply with USPAP, Appraisal Institute standards, and applicable state regulations. Personal inspection is required; the report must include an executive summary and supporting market data, and comparable transactions must be confirmed directly by the appraiser or identified appraisal team members. A presentation may be requested. The contract term is one year. Proposals are evaluated on firm and personnel qualifications, scope approach, similar projects, client references, fees and rates, sustainability, and equity-in-contracting information. The proposal is limited to 20 total pages, excluding required forms and resumes, and must use 8.5-by-11-inch pages, at least 11-point Times New Roman or Arial, and margins of at least 0.75 inches.
