Description
The Metropolitan Water District of Southern California seeks to prequalify consultants for on-call real estate appraisal and valuation work. The four categories cover real property appraisals and reviews; rent and lease surveys and market, cost, and feasibility studies; special-purpose appraisals and reviews; and relocation-related business goodwill and personal property appraisals. Work will be defined through project-specific task orders, and deliverables may include appraisal, restricted appraisal, relocation valuation, and market, cost, feasibility, and market rent/lease reports. Services must comply with applicable standards and guidelines, including USPAP and the Uniform Appraisal Standards for Federal Land Acquisitions where applicable. Respondents must demonstrate at least five years of relevant public-agency experience for each category proposed and provide a valid Certified General Appraiser license or equivalent for the state where the work is performed. The SOQ requires an executive summary letter, table of contents, minimum-qualification narrative, applicable business-certification proof, completed respondent forms, a fee schedule, category-specific technical responses, and one or two recent sample appraisal reports. The prequalification list is expected to be maintained for approximately three years; placement does not guarantee work. The solicitation provides for SBE/DVBE and regional-business scoring incentives, not a set-aside.
