Description
The City seeks qualified, licensed, and insured appraisers for non-exclusive, as-needed assignments involving properties in federally and state-funded housing programs and vacant or undeveloped parcels. Each appraisal must provide the current “as-is” market value and estimated value after proposed rehabilitation, use the standard Fannie Mae Form 1004 or an appropriate land-only equivalent, apply relevant valuation approaches, reconcile the value conclusion, and analyze at least three comparable sales. Appraisals must include property characteristics, encumbrances, title, zoning, highest and best use, and a ten-year sales history, and be signed, dated, and certified by the appraiser. An updated appraisal may be requested after project completion. Respondents must submit a fee for full appraisals and updates, a completion timeline, relevant qualifications and Florida appraiser licenses, at least two professional references for similar work, and redacted samples of a completed residential appraisal and a vacant or undeveloped parcel appraisal. The agreement is non-exclusive and as-needed; the City may make multiple awards. Proposals are evaluated on delivery schedule, cost, experience, references, and license and compliance, with additional scoring for qualifying business participation.
