Description
Federal Prison Industries, Inc. (UNICOR), within the U.S. Department of Justice, is soliciting a small-business contractor for fusible and non-fusible coat-lining materials, including pre-cut polyester/nylon interlinings for ACU coat collars and pocket flaps, Pellon non-fusible interlining, and fusible fabrics for hot-weather programs. The materials must meet the specified military and government purchase descriptions, testing requirements, and certificate-of-conformance requirements. The solicitation identifies estimated quantities totaling up to 265,000 yards over the life of the contract, with a guaranteed minimum of 100 yards. The contract is structured as a one-base-year plus four-option-year indefinite-delivery, indefinite-quantity contract with economic price adjustment. Materials must be Berry Amendment compliant, manufactured in the United States, and compliant with DFARS 252.225-7012. The nonmanufacturer rule applies, and the contractor must provide applicable test results, certificates of conformance, and packing slips with shipments. Delivery is FOB destination to designated UNICOR facilities in North Carolina, Arizona, Mississippi, and Florida. The government intends to award one contract to one vendor.
