Description
The U.S. Forest Service is soliciting a firm-fixed-price contractor to control non-native invasive species in the Hoosier National Forest. The work covers Blue Morel and Cicada treatment areas and includes cutting woody shrubs and vines, applying herbicide to cut stumps, and conducting selective or non-selective spot foliar treatments with hand sprayers, backpack sprayers, or approved small equipment. The contractor must provide all labor, supervision, herbicides, equipment, transportation, licenses, permits, personal protective equipment, and incidentals. Only EPA-approved, non-restricted-use chemicals may be used, with aquatic-approved herbicides required within 100 feet of standing water. The contractor must meet specified target-plant kill rates while limiting mortality to desirable native plants, maintain detailed treatment logs, provide safety data sheets and product labels, clean and inspect equipment, and supply Indiana commercial business and pesticide-applicator licenses. The submission must include pricing for all line items, a technical proposal, staff qualifications and licensing documentation, a site-specific work plan and schedule, a safety plan, Exhibits A and B, and relevant past-performance information. Optional line items may be exercised at the Government's discretion.
