Description
The State of Michigan is seeking a contractor-hosted commercial off-the-shelf or SaaS snowmobile grooming tracking solution with associated services. The solution must use GPS-enabled hardware and software to track groomer locations, mileage, trail segments, operating times, speed, idle duration, and other grooming activity; support offline data collection and delayed transmission; provide cellular, satellite, or hybrid connectivity; and enable automated reimbursement calculations, reporting, dashboards, interactive maps, data exports, Android and iOS applications, a web portal, role-based access, audit trails, secure APIs, and integration with the State's grants management system. The contract includes a limited first-year pilot involving 1-2 grooming clubs and 5-10 groomer machines, followed by statewide deployment to approximately 180 machines. The contractor must provide hardware, software licensing, implementation, configuration, integration, testing, training, documentation, support, hardware maintenance, and transition services. The contract structure is five base years with five one-year options.
