Description
The Concho Valley Council of Governments is soliciting proposals for a complete, turnkey automatic passenger counter solution for the Concho Valley Transit District. The selected contractor must furnish APC hardware and sensors, install and integrate the equipment across the designated transit fleet, provide software and communications capabilities, configure and calibrate the system, conduct testing and validation, and deliver training, documentation, warranty coverage, maintenance, and ongoing technical support. The solution must accurately record passenger boardings and alightings, support route-, stop-, trip-, vehicle-, and time-based reporting, integrate with applicable GPS, AVL, CAD/AVL, door, and route systems, and support National Transit Database reporting and statistical sampling. Proposals must address cybersecurity, data ownership, data export, Buy America requirements where applicable, vehicle compatibility, a minimum 95 percent counting accuracy, and all-inclusive initial and recurring pricing. The anticipated contract includes a five-year base term with up to three additional one-year renewal terms.
