The Defense Logistics Agency (DLA) Energy is issuing this Sources Sought notice to identify potential sources for the supply of Gaseous Helium (GHE), Grade A, 99.995% purity, in bulk. The contractor will be responsible for providing all necessary materials, supplies, product, management, tools, equipment, transportation, and labor to deliver the product F.O.B. Destination into a contractor-owned tank located in Lajas, Puerto Rico. The product must meet the requirements of MIL-PRF-27407E or the most current version. A Certificate of Analysis (COA) is required for each sample and must be attached to the invoicing document. The contractor shall provide a minimum 90 MC capacity Helium trailer. Delivery personnel must be U.S. citizens and possess a valid state or federal-issued photo ID. Deliveries to military installations may require social security numbers, background checks, proof of insurance, and vehicle registration. Delivery personnel may be escorted, and all delivery vehicles are subject to search. Compliance with the REAL ID Act of 2005 is required for access to federal facilities starting May 7, 2025.
