Description
United Power, Inc. is seeking statements of qualifications for comprehensive management of its distributed-generation assets. The scope includes operations oversight, regulatory compliance and permitting, monitoring, inspections, testing, fuel-management coordination, maintenance administration, repair coordination, reporting, and operational support for diesel and natural-gas generators and related interconnecting equipment. The contractor would serve as the single point of responsibility, coordinate and supervise subcontractors and vendors, maintain remote start/stop capability through the existing SCADA system, and prepare Generator Management Plans and Statements of Work for each generator. Responses must address the firm's experience, approach, similar programs and references, environmental compliance experience including NESHAP, personnel, subcontracting approach, monitoring and maintenance methods, discovery requirements, and proposed pricing strategies. Addendum No. 02 clarifies that Exhibit C may be answered in a narrative rather than returned in its original format, multiple submission files are permitted, electronic signatures are acceptable for the cover letter, and no pricing is required beyond describing proposed pricing strategies. United Power may shortlist respondents or use another subsequent procurement approach; current contracts are expiring, but no specific successor contract or award is established by this RFQ.
