Description
The City of Livingston is seeking a qualified consulting firm to evaluate potential locations for a new grade-separated vehicular and pedestrian railroad crossing over or under the BNSF Transcontinental Line. The study will assess safety, emergency access, traffic flow, existing conditions, prior planning efforts, environmental and construction considerations, and the feasibility of alternatives. The scope includes traffic data collection, engagement with emergency service providers and the community, at least two public open houses, evaluation of crossing locations, conceptual designs, cost estimates, and support for City Commission decision-making. The selected consultant will prepare a locally preferred alternative and related deliverables. The procurement is qualifications-based; proposers should not submit the cost and price form with the initial proposal, because pricing will be negotiated with the top-ranked proposer. The City has allocated up to $200,000 for the study, with additional resources available from its Transportation Impact Fee Fund. The City expects notice to proceed by November 18, 2026, and believes the work can be completed within 12 months, although proposers may recommend a different duration.
