Description
The Montana Department of Transportation is soliciting proposals from consulting firms to prepare a comprehensive alternatives analysis for replacing the single-span US 89 bridge over the Yellowstone River in Gardiner. The study will evaluate replacement methods, feasibility, preliminary details, costs, constructability, Type Size and Load calculations, hydraulic models, maintenance of traffic, innovative or accelerated construction solutions, and public involvement with local and county entities. Deliverables must include conceptual traffic management plans supporting area businesses and traffic through town, as well as plans addressing Section 106 and Section 4(f) requirements. The selected consultant must demonstrate qualifications in structural analysis and design, roadway design, traffic analysis and engineering, geotechnical investigation and design, surveying, environmental evaluation, hydraulics, stakeholder coordination, and public involvement. Montana professional engineering licensure must be in hand when the proposal is submitted. The prime consultant is expected to perform at least 50% of the work unless MDT grants a written exception. Proposals are limited to five pages, excluding required appendices, and must include team qualifications, project approach, resumes, MDT's cover page form, and at least five similar contracts from the past three years. The contract is expected to be negotiated on a cost-plus-fixed-fee basis with a negotiated cost ceiling; no numerical financial information may be included in the proposal.
