The City of Belgrade is seeking a qualified aquatic recreation planning firm to provide professional planning, public engagement, and aquatic facility consulting services for the Lewis and Clark Park Splash Pad Assessment and Master Plan. The work includes an existing-conditions assessment; evaluation of splash pad infrastructure, mechanical systems, utilities, water usage, wastewater disposal, accessibility, maintenance, and lifecycle costs; future demand and capacity analysis through approximately 2045; and a regional recreation market assessment. The consultant must conduct an online survey, stakeholder interviews, a public open house or community meeting, and presentations to City staff and decision-makers. The scope also requires development and evaluation of at least three conceptual alternatives with site plans, renderings, operational and maintenance evaluations, water-conservation opportunities, and planning-level cost estimates; development of a preferred concept; a phased implementation strategy covering short-, mid-, and long-term improvements; and a final comprehensive master plan suitable for capital planning, grant applications, budgeting, and public communication.
