Description
Maryland Environmental Service, on behalf of the Maryland Energy Administration, seeks a qualified contractor to perform an advanced transmission reconductoring and grid-enhancing technologies feasibility study. The work includes a statewide desktop assessment and regulatory-grade analysis of priority projects involving advanced conductors and grid-enhancing technologies. Required analyses include transmission capacity and efficiency gains, congestion and interconnection impacts, load-flow, contingency and dynamic-stability analysis, cost-benefit comparisons with greenfield transmission, reliability and outage risks, greenhouse-gas emissions, job creation, tax impacts, and policy, permitting, and regulatory recommendations. Deliverables include a kickoff meeting and work plan, interim technical memoranda, a draft final report, a final report, and a presentation to Maryland Energy Administration leadership. The contractor must provide experienced transmission-planning and engineering personnel, including a team member with a United States Professional Engineer certification, and submit comparable project experience and references. The cost-reimbursable contract is limited to $490,000, has an anticipated 243-day term, and includes a 15% overall MBE subcontractor participation goal.
