Description
Washington County, Maryland is seeking a qualified consultant to review, diagnose, unify, and modernize its zoning and subdivision ordinances into a Unified Development Ordinance. The scope includes reviewing existing ordinances and the comprehensive plan; identifying conflicts, gaps, redundancies, and outdated provisions; drafting updated standards and procedures; preparing graphics, tables, definitions, and user-friendly formats; and ensuring compliance with ADA WCAG 2.1 Level AA and Maryland Nonvisual Access standards. The consultant must conduct stakeholder, staff, Planning Commission, public input, and Board meetings; develop and maintain a public outreach strategy; provide project management, progress reports, and invoices; and perform GIS data collection, analysis, mapping, digitization, and creation of compatible GIS layers. Deliverables include a diagnosis report, draft and final Unified Development Ordinance, accessible electronic and editable Word versions, 30 bound hard copies, editable PDF and ArcGIS-compatible maps, and File Geodatabase data with FGDC metadata. The proposal requires separate technical/qualifications and pricing submissions, including a lump-sum price and hourly rates for additional work.
