Description
Washington County, Maryland is seeking a qualified consultant to combine and modernize its zoning and subdivision ordinances into a Unified Development Ordinance. The scope includes reviewing existing ordinances, the comprehensive plan, and supporting studies; diagnosing conflicts, gaps, outdated provisions, and usability issues; engaging County officials, stakeholders, and the public; drafting updated standards, procedures, maps, graphics, tables, and definitions; and providing project management, progress reporting, and invoicing. The consultant must provide GIS data collection and analysis, digitize maps, create GIS layers, and deliver County-compatible GIS data, editable maps, metadata, and ADA-compliant final ordinance materials. Deliverables include a diagnosis report, draft and final Unified Development Ordinance, thirty bound hard copies, editable electronic files, accessible public-posting files, maps, models, and GIS data. The initial contract term is anticipated to be 18 months with one optional six-month renewal. The technical and pricing proposals must be submitted separately through the online bidding site.
