Description
The City of Martinsburg seeks a qualified and licensed electrical contractor to remove and replace approximately 140 existing green decorative street light poles and fixtures in the downtown project area. The City will furnish the replacement poles and fixtures; the contractor must provide labor, supervision, vehicles, lifts, tools, equipment, transportation, internal pole wiring as needed, GFCI receptacles, weatherproof covers, 3-pin photocells, connectors, grounding and bonding components, testing, commissioning, cleanup, and traffic and pedestrian controls. The work includes field verification of existing foundations, anchor bolts, underground conduit, conductors, voltage, grounding, and circuit conditions; removal and delivery of existing poles and fixtures to a City-designated staging location; installation and testing of replacement systems; and submission of location-by-location completion and testing records. Bidders must submit completed Bid Forms 1 through 10, a 5% bid bond, insurance or evidence of insurability, West Virginia business registration and contractor/electrical licenses, a project schedule and production rate, and project references. The successful contractor must provide a 100% performance bond after award and maintain specified insurance during performance. This is a unit-price contract based on actual accepted quantities, with final completion to occur before December 31, 2027, if reasonably practicable.
