Description

The Department of Veterans Affairs is soliciting a contractor-owned, contractor-operated laundry and linen service for the VA Pacific Islands Health Care System. The contractor must furnish all labor, equipment, supervision, management, supplies, transportation, laundry facilities, healthcare linens, textiles, packaging, and related materials. The scope includes supplying items such as towels, sheets, blankets, pillowcases, patient gowns, underpads, and impervious bags; daily pickup of soiled or contaminated linen; laundering, sorting, packaging, and delivery of clean linen; inventory and asset tracking; emergency and short-notice services; and processing of specialty, damaged, repairable, and unserviceable items. Services are required seven days per week, 365 days per year, with normal pickup and delivery between 6:00 a.m. and 11:00 a.m. The contractor must maintain sanitary separation between soiled and clean linen, comply with healthcare infection-control and OSHA requirements, and possess applicable wastewater and hazardous-material permits. The solicitation contemplates a firm-fixed-price, indefinite-quantity contract with a guaranteed minimum of $1,000 and a maximum value of $3,000,000, covering five one-year ordering periods. Required proposal materials include technical and experience information, past-performance information, pricing, a contingency plan, quality-control plan, safety and accident-prevention program, washroom laboratory information, wash formulas, exposure-control plan, and related certifications and supporting information. The contractor must demonstrate hospital laundry experience, including at least 24 months within the previous 36 months, and provide a valid TRSA Hygienically Clean Healthcare certification. The solicitation also requires compliance with the applicable limitation on subcontracting for small businesses.
