Description
The U.S. Army requires a new instructional facility at Fort Sill to train soldiers to operate and maintain the Indirect Fire Protection Capability (IFPC) and Maneuver-Short Range Air Defense (M-SHORAD) systems. The facility is intended to support hands-on training and the Army’s air defense modernization efforts. The project’s technical requirements have progressed to approximately 35% design completion, establishing firmer baselines for site layout, spatial geometry, and core building systems. The Government is seeking industry feedback on the viability of Design-Build to Budget and Construction Manager at Risk under an Other Transaction Authority framework, including remaining risks such as simulator utility demands and SCIF accreditation details. Respondents are also asked to identify the technical deliverables needed to advance the design from 35% to a reliable Guaranteed Maximum Price and to comment on a potential two-step process in which a selected firm validates the 35% design and advances it to GMP.
