Description
The Niagara Falls Water Board is requesting qualification statements from engineering consultants for anticipated process upgrades and rehabilitation at its wastewater treatment plant. The future engineering scope is expected to include design services, Basis of Design Report preparation, user-rate restructuring assistance, Industrial Pretreatment Program revisions, construction document preparation, construction services, resident inspection, and startup/commissioning. Relevant expertise is sought in Moving Bed Biofilm Reactors and support systems, disc filtration following secondary treatment, pumping-station reconfiguration and rehabilitation, dechlorination facilities, and maintaining treatment operations during major construction. Firms must describe at least three recent domestic projects in each of the five subject areas, generally involving facilities within the plant's approximate flow range, and provide detailed project information, owner contacts, dates, deliverables, team-member status, and current facility status. The package must also include a one- to two-page differentiator summary and address applicable environmental financing requirements, including integration of disadvantaged business enterprises. This RFQ is a qualification stage preceding a future request for proposals and does not guarantee receipt of that RFP.
