Description
The U.S. Small Business Administration's Office of Capital Access and Office of Credit Risk Management seeks a contractor to provide non-personal staffing augmentation and support services. Required work includes delegated-authority analysis, desktop reviews, financial and diagnostic analysis of SBA 7(a) lenders, analysis of quarterly and annual lender reports, loan-transfer assistance, invoice resolution, risk-identification protocols, and preparation of reports, correspondence, work papers, and other deliverables. Personnel must use the SBA Lender Portal, Capital Access Financial System, and related diagnostic tools, and provide on-site supervision and administrative support. The procurement is a competitive 100% set-aside for SBA-certified Women-Owned Small Businesses under NAICS 541611. It is a single-award IDIQ with a 12-month base period, four 12-month option periods, and a possible six-month extension. Task orders will be issued on a labor-hour basis using fully loaded rates. The total contract maximum is estimated at $9.5 million, with a $25,000 guaranteed minimum. The proposal must include technical and price volumes, a draft Quality Assurance Plan, management and transition plans, organizational conflict-of-interest information, staffing and key-personnel qualifications, recent relevant past performance, pricing, representations and certifications, WOSB eligibility documentation, and completed solicitation forms and pricing sheets.
