Description
The Delray Beach Community Redevelopment Agency is seeking one qualified and experienced developer to purchase or lease and redevelop approximately 7.54 acres of CRA-owned vacant property across the SW 600, 700, and 800 blocks of West Atlantic Avenue. The proposed project must include mixed residential and commercial uses, with 100% of sidewalk-level building frontage dedicated to active general retail or services/facilities. At least 40% of residential units must serve low-income and moderate-income households, with affordability maintained for at least 40 years. The development must comply with applicable city planning, zoning, workforce-housing, green-building, and architectural requirements, including specified permitted architectural styles and a maximum four-story building height. Proposals must address the development concept, site and floor plans, commercial and residential uses, parking, schedule, project costs, operating pro forma, financing plan, fiscal impact, requested incentives, purchase price or lease terms, financial capacity, insurance capability, and relevant development experience. The response must include at least three comparable completed development and construction projects, including at least one public-sector project, and professional references. The selected proposer will negotiate a purchase and sale agreement or ground lease and a development agreement with the agency.
