CITY OF RICHLAND REQUEST FOR QUALIFICATIONS RFQ No. 26-0078, Water Treatment Plant Filter Bay Valve Replacement SUBMITTALS DUE: October 20th, 2026, 3:00 p.m., EXACTLY, Pacific Local Time Public notice is hereby given that the City of Richland, Washington has issued the above solicitation for engineering design for the replacement of approximately thirty-four (34) valves within the filter bay of the City's Saint Street domestic Water Treatment Plant (WTP). Description
The City of Richland is soliciting statements of qualifications from consultants to evaluate the condition and operational state of approximately 34 existing valves in the filter bay of its Saint Street domestic water treatment plant, recommend rehabilitation, and prepare technical specifications and bid-ready construction documents. The scope also includes updating applicable operations and maintenance and process-control manuals, assisting with permits, and potentially providing construction contract administration support through a future contract amendment. Construction is expected to occur during water treatment plant winter shutdowns. Responders should demonstrate experience evaluating water treatment plant equipment and processes, integrating equipment into existing facilities, and designing valve replacement or rehabilitation projects. Submittals are evaluated on organization and completeness, project approach and schedule, firm experience, assigned team and technical skills, and similar projects and references. The anticipated compensation is time and materials with a not-to-exceed maximum of $200,000.
